Before unlocking Super Max, you must first raise Staraptor to Max Mega Level, which is the third standard Mega tier.

Repeatedly Mega Evolving Staraptor is not enough to unlock Super Max. You must spend Mega Energy to advance the Pokémon along the new progression path.
